Jesse A. Rodriguez, Esq. has spent eighteen years representing California's public employees. That singular focus has produced a deep command of public-sector labor law, administrative practice, and the realities state workers face on the job.
In 2025, Jesse led the legal challenge to Governor Newsom's Return-to-Office Executive Order, developing the legal theories behind PECG's landmark Unfair Practice Charge against the Governor's Office before PERB. The framework he built was subsequently adopted by every other state labor union that filed related charges.
Jesse has represented hundreds of California state employees before the State Personnel Board, the Office of Administrative Hearings, CalHR, CalPERS, in investigatory interviews, and in court. His practice covers discipline, disability and leave issues, retirement matters, whistleblower retaliation, and the complex employment disputes unique to public service.
He does not treat clients like case numbers. Jesse listens, learns the specifics, and builds a strategy around each client's actual situation and goals.
Raised in a family of public employees, Jesse has always believed that California's public servants are the backbone of the state. That conviction led him to law and continues to drive his practice.
Jesse earned his B.A. in Political Science from UCLA and his J.D. from the Dickinson School of Law at Penn State.
